    The FCC recently opened a Notice of Proposed Rule Making inviting public input about the future of the Educational Broadcast Service (2.5 GHz), including changes that would enable existing school district EBS licensees to expand the reach of their signals and re-open the licensing process for districts that would like to begin using the spectrum for high capacity broadband or other services.  

     CoSN plans to file comments in the proceeding and we want to highlight exemplary existing uses of EBS licenses. If you are an EBS licensee that is using the spectrum in an innovative way to support your students please tell us your story so that we can share with the FCC. We also welcome your input about how this spectrum could be better used to help school districts meet their connectivity needs.

    Irene,

    Thanks for the message and support in this area.  Utah is in the process of implementing and using EBS for a pilot project in two rural school districts in Utah (once the piot is successful you help scale it up).  We met with people from the FCC back in March while at the CoSN conference in DC and they indicated to us that these changes were coming.  We are currently trying to navigate the process so we can gain access to the education spectrum in these rural district so we can provide network bandwidth/access and services to students in these high need areas.  Utah would be willing to participate in discussions and would appreciate any help in this area as we need to find ways to provide service to address the digital divide/homework gap.
